Autoban Trakia

In the last years several deals have become emblematic with serious violations, infringements and breaches of legislation, lack of transparency in the taking of decision for spending significant public resources and the realization of projects with possible conflict of interests. A good example of lack of transparency and inconsistent protection of public interest was licensing deal for the construction of the "Trakia" highway. At the end of 2004 Transparency International - Bulgaria started procedure for monitoring the construction of highway "Trakia" because its provision of a concession without a tender or competition. Numerous media publications, reports and comments of experts, political leaders and ordinary citizens motivated TI-Bulgaria to implement the mechanism of independent civic monitoring, resulting in a published report evaluating the transparency, legality and appropriateness of the government's decision to build highway "Trakia" through its provision of a concession. In the 12 years of working in Bulgaria, TI-Bulgaria has gained extensive experience in conducting independent monitoring of the processes of privatization, procurement and implementation of concession transactions of strategic importance for Bulgaria.
